The aim of the market study was to identify those non-profit services that Habitat for Humanity may provide for the low status multi-family buildings in order to encourage their renovation process. The service to be developed was a non-profit one and not a grant, so a cost from the side of the buildings’ community would have been requested.
For the purpose of analysing the needs of low status buildings MRI used several methods:
- Literature analysis
- Questionnaire survey with a 400 household sample in Pécs, Komló and Budapest (based on the Census data of 2001)
- Interviews with institutional actors like banks, municipalities, experts
- Interviews with common representatives and managers of the buildings
- Creating cost estimations for the expected cost scale
As a result of the market analysis the scope for Habitat seemed to be rather narrow as:
- There are quite favourable (kind of interest free) bank loans as a result of state subsidies
- In those segments, where taking a bank loan would not be realistic the risk of non-payment could not be handled by Habitat either
- There are professional services available at the market (like technical assessment, organisation) which have relatively low price as a result of sharp competition
The low status residential communities would require complex crisis management services that would include debt management, community building, organisation of renovation processes, and organisation of proper financial resources. The fee for that may include fees from the municipalities, shares from the debt management and fees from the bank guarantee.
