Study on the SOS-children’s village programme in Kecskemét (2011-2012)

Title: Assessment of potential services for children without parental care or at risk of losing parental care in Kecskemét

Client: SOS-Children’s Village Foundation Hungary

Period: 12/2011 – 03/2012

Partners: Emese Adorján, Anna Nagy Bajomi (individual partners)

Description:

The aim of the feasibility study was to analyse how the number of children taken into parental care in Kecskemét could be reduced by an effective cooperation among the SOS Foundation and the other actors of the local service system.

The analysis was based on evaluation of strategic documents and numerous interviews with the institutional actors, non-profit associations and the members of families that are in risk of entering into parental care.

The analysis discovered that in Hungary – opposite to several EU countries even west to Hungary – the local service system has a good overview of the families with children and able to provide basic services. However the complexity of problems the families in need suffer from can not be handled properly. There is a lack of specialised experts (e.g. psychologists, psychiatrists) and the normative financing system of the public service is not enough for intensive family care for the most needy families. Thus there is a room for services and cooperation for SOS Foundation and hopefully the better financial and human resources would allow the organisation to broaden its activities concerning Family Strengthening activities.
